Though when i first started playing i don't think it was the case as my first 3-4 forts only had metamorphic layers on the surface. Pretty much all biomes will have a sedimentary layer on the surface due to it being pretty realistic in how the stone layers form, only exception is around volcanos which have igneous extrusive layers instead. Sedimentary layers are op, due to being able to contain both iron ores and are pretty much guaranteed to have flux stone the coal is also nice if you lack trees.
